
This is a specification and a set of drawings that stipulate how the proposed works are to be carried out. Simply put, it details materials which should be used and how they should be installed. Building Regulations cover every aspect of the construction and go into great detail. The structural side is usually backed up with a specification from a structural engineer for items such as steel beams, timber sizes and retaining walls etc.
A good set of Building Regulations can also double up as the start of a tender specification for a builder. We would always advise a client to take Full Plans Approval for Building Regulations as this means that the specification is checked by the local authority and approved prior to the work commencing, and in our experience makes the interaction with the building inspector more amenable. Commencing work with a Building Notice means that there is nothing written down and you make it up as you go along. Generally this will give the building inspector a more confrontational approach because nothing has been agreed prior to the commencement of works.
Building Regulation Fees
Building Regulation fees to the local authority are usually split into the following:
Plan checking fee which is usually 25% of the total cost and payable on submission of the Building Regulations Application.
The other 75% of the fee is payable on commencement of works and this covers the inspections that are carried out by the building inspector.
It is important to notify the local authority in writing at least 48 hours before the commencement of works. Actual inspections can usually be booked over the phone, but you need to check with your local authority to see what system they use. The final inspection is 'completion' and this again has to be notified in writing. In our experience, authorities can book these completion inspections weeks in advance as they are not a priority.
Actual costs for a Building Regulations Application varies between local authorities, as they are all able to set their own fees. These costs can normally be found on-line through their web site or you can call the local authority in office hours.
